(Eagle News)–The northeast monsoon is affecting extreme Northern Luzon. The Philippine Atmospheric Geophysical and Astronomical Services Administration said as a result, Palawan and Occidental Mindoro will have partly cloudy to cloudy skies with isolated light rains.
