The Philippine Atmospheric Geophysical and Astronomical Services Administration said moderate to occasionally heavy rainshowers with lightning and strong winds are expected over Kalinga (Balbalan, Lubuagan, Pasil, Tanudan and Tinglayan) within 30 minutes to an hour.
