(Eagle News)–A 3.9-magnitude earthquake struck off Batanes on Wednesday, Oct. 28. The Philippine Institute of Volcanology and Seismology said the quake struck at 7:37 a.m. It had its epicenter 29 kilometers southwest of Itbayat, and was tectonic in origin.
