(Eagle News)–A portion of Roxas Boulevard was a virtual parking lot on Friday morning, with the Philippine Ports Authority implementing a “stop-and-go” scheme due to the bad weather. Congestion on the northbound lanes of the thoroughfare up to Delpan and Road 10 was particularly heavy as trailer trucks tried to reach the pier.
