(Eagle News)–A portion of Roxas Boulevard was a virtual parking lot on Friday morning, with the Philippine Ports Authority implementing a “stop-and-go” scheme due to the bad weather.

Congestion on the northbound lanes of the thoroughfare up to Delpan and Road 10  was particularly heavy as trailer trucks tried to reach the pier.

Portions of Ayala Boulevard and San Marcelino Street were also affected.

According to PPA general manager Jay Santiago, the suspension in port operations in the South Harbor was already in place since yesterday.

He said the cranes could not be used because  of the strong winds.

Also suspended were the port operations in Southern Luzon.

Cesar Chavez, chief of staff of Manila Mayor Isko Moreno, said the city government has already sent  personnel from the Manila Traffic and Parking Bureau to give assistance to the truckers.

Manila Mayor Isko Moreno for his part appealed to motorists not to pass by Roxas Boulevard and other main roads going to the pier today. Madz Moratillo, Eagle News
