Ayon kay Baldoz, dahil sa kriminalidad aniya ang prayoridad na sugpuin ni Duterte, umaasa aniya itong maihahanay ang illegal recruitment sa mga bubuwagin. Una nang ipinangako ni Duterte na tutugunan nito ang suliranin sa illegal recruitment at ituturing na tulad ng holdaper at kidnapper ang mga illegal recruiter.
