QUEZON City, Philippines, September 9 (Eagle News) — According to the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA), the torrential rains last night, with record rain fall level of 61 mm., caused heavy traffic jam in Metro Manila, causing thousands to be stranded until early morning.
