QUEZON City, Philippines, May 5 (Eagle News) — Valenzuela Congressman Sherwin Gatchalian proposed a bill that aims to return the mandatory Reserved Officers Training Corps (ROTC) which can provide additional manpower in times of calamity like the earthquake that hit Nepal.
