President Duterte: Lowest-bid rule ‘source of corruption’

(Eagle News) — President Rodrigo Duterte on Tuesday said he wants to do away with the lowest-bid rule in government projects.

His pronouncement was met by applause by mostly mayors who attended the first general assembly of the League of Municipalities in the Philippines.

“The lowest-bid (rule) is the source of corruption. Maniwala kayo,” Duterte said.

According to the President, the government should “go for quality instead.”

He also hit the Commission on Audit, saying its job was to make sure that the implemented projects were worth the people’s money.

“Do not do the program for us. You were not elected by the people. Kami, ang programa namin, kasama na yun (ang binoto). Social alleviation. Kami ang dapat..We will be the ones (implementing) programs of government that will be beneficial for the people. Do not do it for us,” he said.

“Kasi mas marunong pa kayo, e di kayo na ang magmayor,” he added, to applause from the audience.
