PNP to file raps vs Guimbal Mayor Oscar Garin Sr., Iloilo Rep. Richard Garin for allegedly mauling policeman

(Eagle News) — The chief of the Philippine National Police in Region 6 will sue Guimbal Mayor Oscar Garin Sr. and Iloilo 1st District Rep. Richard Garin for allegedly mauling one of his policemen over the weekend.

In a statement, Chief Supt. John Bulalacao said apart from filing the charges for physical injuries, alarm and scandal, direct assault against an agent of person in authority and grave coercion against the mayor, and the charges for grave threats against the congressman, who is the husband of former Health Secretary Janette Garin,  he would request for the cancelation of the mayor’s deputation over the police, and relieve from his post the chief of police of Guimbal for “not taking action to help his personnel..”

Bulalacao was referring to PO3 Federico Macaya of the Guimbal Municipal Police Station, who was allegedly summoned by the Garins, who later reportedly handcuffed him while at gunpoint, and seized his belongings.

They also allegedly hit the local policeman for a still-undisclosed reason.

“I have already ordered the recall of their police escorts when I learned of this incident this morning,” Bulalacao said, noting that “most” of the members of the Guimbal police force “have requested for their transfer out of Guimbal” after the incident.

“I told Cong. Garin that I’m taking this incident as an affront to me. I will not let this pass without taking action against them,” Bulalacao said.
