PNP-IAS: No chase, encounter prior to Kian killing

(Eagle News) — The contents of the spot report supposedly detailing what happened on the night Kian Delos Santos was killed do not match what the Internal Affairs Service of the Philippine National Police believed happened, based on testimonies.

This was revealed during Senator Bam Aquino’s questioning of PNP-IAS Director General Alfegar Triambulo and Senior Supt. Chito Bersaluna during the  hearing held by the Senate committee on public order and dangerous drugs on Thursday.

The PNP-IAS is conducting an investigation into the killing of the 17-year-old during what police said  was an anti-drug operation in Barangay 160.

Bersaluna was the police chief of Caloocan when the incident happened.

Triambulo told Aquino that based on what they gathered, no encounter nor chase took place, contrary to what was stated in the spot report submitted to Bersaluna.

He said the three policemen believed involved in the supposed operation “took the boy opposite to the police mobile” instead.

“Assuming na gumagawa ng krimen, dapat kapkapan, posasan, dalhin sa mobile,” Triambulo said.

He said this “circumstantial evidence” was the PNP-IAS’ basis for recommending a pre-charge evaluation against the three policemen.
