Palace: Water shortage may be “artificial,” due to mismanagement

(Eagle News) — The Palace on Thursday, March 14, said it was possible there was mismanagement in the distribution of water, and that the water shortage in some parts was “artificial.”

Artificial scarcity refers to the paucity of items even though  the technology for production exists to create a limitless abundance of such, or it exists to create at least a greater production than what exists currently.

Presidential Spokesperson Salvador Panelo made the remark after he said Defense Secretary Delfin Lorenzana reported the water levels in Angat dam, Metro Manila’s primary source of water, remained normal.

Manila Water, which services the west zone that includes Makati except the southwestern portion, Mandaluyong, the southeastern portion of Manila, Marikina, Pasig, Pateros, the central and eastern parts of Quezon City, San Juan, Taguig, and Rizal, has attributed its water supply problems to the declining water levels in La Mesa dam.

“As far as that particular dam (Angat) is concerned, puno, walang kulang. So bakit nagkakakulang kulang iyong distribution,” Panelo asked.

He added unlike Manila Water, the other concessionaire, Maynilad Water Services, Inc., which services the east zone, has encountered no problems.

Two days ago, the concessionaire committed to sharing its water supply with Manila Water.

“If the source is puno, and another concessionaire is puno, e bakit naman magkakaganun? Yan ang logic dun..We are precisely investigating to know exactly what is happening or what’s the cause of the lack of water supply,” Panelo said.

“Of course, the one who is at fault, we will make sure they will be held accountable,” he added.
