(Eagle News)–President Rodrigo Duterte’s verbal order terminating all forms of gambling within the mandate of the Philippine Charity Sweepstakes Office is legal.
This is according to Presidential Spokesperson and Presidential Legal Counsel Salvador Panelo, who held a press conference on Tuesday, July 30, days after Duterte issued the verbal directive due to “massive corruption.”
According to Panelo, the order, albeit verbal, sufficed.
He said the President had “control and supervision” over the PCSO, as this was a government-owned and -controlled corporation that was directly under the Office of the President.
“Iyong PCSO ay nasa opisina ng Presidente,” he said.
Duterte recently ordered the termination of lotto, STL, peryahan ng bayan and keno on the grounds of “massive corruption.”
He said the stoppage order would remain in place pending an investigation.
He directed the military and the police to crack down on PCSO outlets in the meantime.
