MANILA, Philippines – According to Senator Francis Escudero, Chairman of the Senate Committee on Finance, the lump sum appropriation provision on the 2015 budget cannot be lightly used by the Palace.
The senator added that the Department of Budget and Management (DBM) must first submit an itemized listing on how the money would be used to the Senate and the Commission on Audit (COA).
