House joint panel clears Lapeña of any liability in smuggling of shabu found in magnetic lifters

(Eagle News) — A joint committee that looked into the shipment of shabu found in magnetic lifters last year  has cleared former Customs Commissioner Isidro Lapeña of any liability.

The committees on dangerous drugs and good government, and public accountability instead recommended the filing of charges for violation of the Comprehensive Dangerous Drugs Act of 2002 against Jimmy Guban, former Philippine Drug Enforcement Agency deputy director general for administration Ismael Fajardo Jr. and former Senior Supt. Eduardo Acierto.

Guban was a Customs intelligence officer who admitted being involved in the coverup of the shipments found in a Manila port and in Cavite.

Fajardo allegedly had knowledge of the shabu shipment but did not inform his colleagues, while Acierto allegedly asked Guban to look for a consignee for the shabu shipments.

Last year, two magnetic lifters that contained 355 kilograms of shabu worth P2.4 billion were seized from the Port of Manila.

Days after, lifters that were similar to the ones confiscated from the Manila port were recovered in Cavite.

PDEA chief Aaron Aquino had said the lifters also contained shabu worth P6.8 billion.

Lapeña initially denied this, saying the lifters tested negative for illegal drugs.

He later changed his tune.
