Duterte signs law punishing cat-calling, other forms of harassment

(Eagle News)–President Rodrigo Duterte has signed a law that aims to sanction people who engage in forms of sexual abuse online and on streets.

Under Republic Act 11313 or the Safe Spaces Act on April 17,  wolf-whistling, unwanted invitations, persistent uninvited comments or gestures on a person’s appearance; among others; on streets and the invasion of privacy through cyberstalking, uploading and sharing without consent of any unauthorized photos, videos or information, among others, are also sanctioned ranging from  a P1000 fine, 12-hour community service and attendance to a gender sensitivity seminar to prision correccional in its medium period and  a fine of P500,000.

In signing the law, which was shown to the media only on Monday, Duterte noted it is “policy of the state to value the dignity of every human person and guarantee full respect for human rights.”

“The state also recognizes that both men and women must have equality, security, and safety not only in private, but also on the streets, public spaces, online, workplaces, and educational and training institutions,” he added.
