(Eagle News) — President Rodrigo Duterte has certified as urgent a bill increasing the excise tax on alcohol, heated tobacco products and vapor products.
In a Nov. 12 letter to Senate President Tito Sotto, Duterte said he was certifying Senate Bill No. 1074 as urgent to “address the urgent need to generate additional revenue to support the effective implementation of the Universal Health Care Act..”
He said this was also to “further protect the right to health of the people.”
A copy of the letter was furnished to Speaker Alan Peter Cayetano and Adelino Sitoy, head of the Presidential Legislative Liaison Office. With a report from Meanne Corvera
