DILG: No filing of admin raps vs Erap since required docs were turned over to incoming Manila admin

(Eagle News)–There is no basis to file administrative charges against Manila Mayor Joseph Estrada.

This was the conclusion of the Department of the Interior and Local Government, which noted that the required documents for turnover were given to newly-installed Manila Mayor Isko Moreno’s team on June 28, even if Estrada’s transition team was absent during the turnover.

According to Interior Undersecretary Jonathan Malaya, former City Administrator Ericson Alcovendaz endorsed the documents to  Moreno’s transition team and the DILG Manila Field Office through Interior  city director Atty Rolynne Javier in the afternoon of the same day after the staff of the incoming Secretary to the Mayor refused to receive the documents.

“Our DILG Manila Field Office reviewed and validated the transition documents and the same were forwarded to the Office of the City Administrator Felixberto Espiritu copy furnished the Office of the City Mayor on July 2, 2019,” he said.

“..What is important is that the transition documents have been turned over to his successor,” Malaya added.

Earlier, the DILG said  it would file the charges against Estrada if it was proven there was negligence in the turnover of documents to the incoming Manila administration.

Interior Secretary Eduardo Año has called for the creation of local government transition teams for a smooth turnover under Memorandum Circular No. 2019-39.
