Dela Rosa wants BJMP to have control, supervision of provincial, sub-provincial jails

(Eagle News)–Senator Ronald dela Rosa is proposing to transfer the control and supervision of provincial and sub-provincial jails to the Bureau of Jail Management and Penology.

In filing Senate Bill No. 1100, which aims to amend some provisions of Republic Act 6975 or the Department of Interior and Local Government Act of 1990,  Dela Rosa, former Bureau of Corrections chief, said this would “ensure a high probability of success in the reformation of our Persons Deprived of Liberty.”

At present, city, municipal and district jails are under the supervision of the BJMP.

The provincial and sub-provincial jails, on the other hand, are under their respective provincial governments.

“Our proposed measure aims to implement a uniformed, undeviating standard in the implementation of existing policies and guidelines with regard to the administration of our detention facilities,” he said.

Dela Rosa’s proposal came amid  issues hounding BuCor, which supervises the New Bilibid Prison.

Justice Secretary Menardo Guevarra has ordered newly installed BuCor chief Gerald Bantag to clean up the Good Conduct Time Allowance law mess that led to the release of some convicts of heinous crimes, implement computerization and to eradicate the illegal drug trade in the jail facility.
