We will win the drug war.

This was the assurance given by Philippine National Police Chief Ronald dela Rosa on Monday, as the police force prepares to conduct “improved” Oplan Tokhang operations nationwide.

“Let me assure the Filipino people that the PNP has learned its lessons, and learned it well,” Dela Rosa said during the 42nd anniversary celebration of the PNP in Camp Crame.

According to Dela Rosa, “mistakes of the past will no longer be repeated.”

“We will go out and win this war,” he said.

Even then, he said he can’t promise that no one will die during the drug operations.

As such, he said targets of operations should no longer resist arrests to avoid any encounters, and to talk to policemen properly when they knock on their doors.

He said if the targets don’t open their doors, operatives would hold a case build-up against them.

As for the policemen who will hold the operations, Dela Rosa said a one-strike policy will be implemented.

This means that if one policeman errs, he and his direct supervisor will be sacked, and so on.

The PNP has said that under new guidelines, Oplan Tokhang operations can only be conducted during the weekdays and at daytime.
