(Eagle News)–Two of the three convicts in the Chiong sisters rape-slay who were released under the Good Conduct Time Allowance Law have surrendered. Ariel Balansag and Alberto Caño are reportedly already under custody of the Bureau of Corrections. The third, Josman Aznar, has yet to surrender.
