Arroyo on why she pushed for approval of House bill lowering age of criminal liability: President Duterte wants it

(Eagle News) — Speaker Gloria Macapagal Arroyo on Wednesday, Jan. 23, said she pushed for the approval of the House bill seeking to lower the age of criminal liability to nine years old because it is what President Rodrigo Duterte himself wants.

“From the beginning I said that my agenda is the President’s agenda,” she said.

On Monday, Jan. 21, the House justice committee approved House Bill 8858.

The Senate has a pending bill seeking for the lowering of the age of criminal liability to 13 years old.

President Duterte has been vocal about what he said was the need to lower the age of criminal liability in the country, saying that children were being used by criminals to commit illegal activities.
