(Eagle News)–Justice Secretary Menardo Guevarra has been designated the caretaker of the government while President Rodrigo Duterte is on official visit to China.
Special Order No. 916 signed by Executive Secretary Salvador Medialdea and by Duterte said Guevarra shall be officer-in-charge from Aug. 28 to Sept. 1.
The order said Guevarra shall therefore take care of the “day-to-day operations and general administration of the executive department” and shall “if necessary, act for and on behalf of the President” except in matters where the President is required to act in person by the Constitution.
The order said all acts done by Guevarra for and on behalf of the President pursuant to the order shall be “deemed acts of the President unless disapproved or reprobated” by the President.
“All departments, agencies and instrumentalities of the government shall assist DOJ Secretary Guevarra in the discharge of his functions as stated herein,” the order said.
