DOTr: “Thorough” study required before motorcycles are allowed to operate as PUVs

(Eagle News) — For the Department of Transportation, allowing motorcycles to operate as public utility vehicles requires “thorough study, deliberation and assessment.”

The DOTr issued the statement after a bill was filed seeking for the legalization of motorcycles as PUVs before the House of Representatives.

The filing of the bill came after the operations of ride-hailing application Angkas were suspended in November last year.

The DOTr has argued the motorcycles could not operate as PUVs based on the Land Transportation and Traffic Code.

It also raised the issue of the security of passengers on board motorcycles.

Even then, the DOTr said it recognizes that the filing of the bill in the House was “the right step in order for motorcycles to function as a public transport service.”

“The DOTr respects the legislative process this bill will undergo, as government policies are anchored on the power of the law,” the DOTr said.
