(Eagle News)–The southwest monsoon is  affecting the western section of Luzon on Thursday, Aug. 29, the Philippine Atmospheric Geophysical and Astronomical Services Administration said. (Eagle News)–A low pressure area has been spotted off Eastern Samar, the Philippine Atmospheric Geophysical and Astronomical Services Administration said.
