Iginiit ng ilang Election Watchdog na dapat mag-imprenta ang Commission on Elections (Comelec) ng resibo na ibibigay sa mga botante, para makaiwas sa posibleng dayaan sa eleksyon sa Mayo, pero tinutulan ito ng poll body. Sa Joint Congressional Oversight Committee on special elections, ito ang bumangong isyu bukod sa inalam ang ginagawang paghahanda ng Comelec para sa halalan sa Mayo.

Kabilang sa mga humuhiling ng exemption ang alkalde at bise alkalde ng San Carlos City dahil umano sa natatanggap na death threat.
