QUEZON City, Philippines – The Metro Manila Development Authority (MMDA) started implementing its expanded number coding scheme or “no window-hour” policy today, November 2. Under the expanded number coding scheme, more areas in Metro Manila were included in the policy. Also, the time period was extended up to 8 in the evening. Toll in China mine blast rises to 33
