LTFRB partially grants Grab’s appeal; says it no longer needs to reimburse passengers over P2 per minute of travel charge

P10-million fine stands, though

(Eagle News)–The Land Transportation Franchising and Regulatory Board has approved the appeal of Grab on the order it reimburse its passengers for the P2 per minute of travel charge on  passengers.

Citing the “lack of a legal basis,” the LTFRB said Grab no longer has to reimburse its customers from June 5, 2017 to April 19, 2018 for the charges it said were illegal.

Grab, however, will still have to pay the P10-million fine the agency imposed on it, the LTFRB said.

The order was signed by LTFRB Chairman Martin Delgra III, LTFRB board members Ronaldo Corpuz and Aileen Lizada, even if she had a dissenting opinion on the P10-million fine.

She said that penalties must be imposed only once the amended policy that gave the LTFRB the authority to regulate, supervise, and determine the fares of Transport Network Companies took effect.

She said Grab at that time could therefore  determine its own fares.

It was PBA Rep. Jericho Nograles who discovered what he said were the hidden charges imposed by Grab on customers.

Grab, however, maintained the charges were allowed, and that the LTFRB had been informed of the same in the first place.
