The Philippine Atmospheric Geophysical and Astronomical Services Administration said as of 10 a.m., the center of “Perla” was estimated  860 kilometers east of Tuguegarao City, Cagayan or 860 kilometers east of Aparri, Cagayan, packing maximum sustained winds of up to 45 kilometers per hour near the center and gustiness of up to 55 kph.
