(Eagle News)–A 4.6-magnitude earthquake struck off Surigao del Norte early Friday, Nov. 3. The Philippine Institute of Volcanology and Seismology said the quake hit at 1:12 a.m. The epicenter was 23 kilometers northeast of Burgos. The depth of focus was 17 kilometers.
