The Philippine Coast Guard succesfully rescued a young man when the boat that he is riding sank during the rampage of “Ruby” in Tacloban City.
The government of Tacloban City allowed its citizens in the evacuation centers to return to their homes despite the lack of electricity and flooding in some areas.
Despite strong winds and rains, the local government of Albay issued an advisory allowing residents in the evacuation centers to return to their homes.
