DAR ES SALAAM, Tanzania (AFP) — Tanzania and Uganda signed an agreement Sunday to commence construction on a 1,445-kilometre (900 mile) oil pipeline through East Africa that conservation groups say threatens livelihoods and fragile ecosytems. Uganda’s Besigye taken into police custody

  Kampala, Uganda (AFP)—Uganda’s main opposition leader was taken by police on Monday to a city police station from his home where he has been under house arrest since Friday.
