(Eagle News)–Typhoon “Quiel” has exited the Philippine Area of Responsibility. The Philippine Atmospheric Geophysical and Astronomical Services Administration said moderate to occasionally heavy rains, however, are being experienced over Baggao, Gattaran, Gonzaga and Lallo in Cagayan and in Ilagan City and Maconacon in Isabela.
