(Eagle News)–A low pressure area has been spotted off Eastern Samar, the Philippine Atmospheric Geophysical and Astronomical Services Administration said. According to PAGASA, the LPA was seen 770 kilometers east of Guiuan at 3 a.m. today. The southwest monsoon is also affecting Southern Luzon and Visayas, the weather bureau said.
