(Eagle News)–Rains are expected in parts of the country today, May 31, the Philippine Atmospheric Geophysical and Astronomical Services Administration said. PAGASA said Ilocos Norte, Ilocos Sur, Apayao, Batanes, Cagayan including Babuyan Group of Islands will have  cloudy skies with scattered rains and thunderstorms  as a frontal system affects Northern Luzon.
