QUEZON City, Philippines (Eagle News) — House Constitutional Amendments Committee chair Roger Mercado said that after a series of consultation and hearings, majority of legal experts, business groups and sectoral representatives are in favor of the idea of changing the form of government of the Philippines into federalism.
