(Eagle News)–Former National Youth Commission Chair Ronald Cardema on Wednesday, Aug. 21, claimed  he paid a congresswoman P2 million so Commission on Elections Commissioner Rowena Guanzon would vote to accredit the Duterte Youth party-list.
