MANILA, Philippines (Eagle News) – Despite the public clamor regarding the appointment of new officers in various government positions, President Aquino admitted that he still cannot appoint new officials because his office is still conducting the evaluation process to find qualified persons for the vacant positions in the Commission on Elections and the Civil Service Commission.
