PNP NCRPO chief tells Caloocan cop who killed 6-year old boy: “You will rot in jail”; assures justice for victim’s family

(Eagle News) – Philippine National Police National Capital Region chief major general Guillermo Eleazar was livid with rage as he scolded a Caloocan City police cop who killed a six-year old boy and intentionally shot the boy’s grandmother on Sunday.

Eleazar said that the policeman, Cpl. Rocky delos Reyes, will face the full force of the law and will be removed from the police service as he did not deserve to be in the PNP, the primary duty of which was to serve and protect the people.

Delos Reyes is accused in the murder of a six-year old boy, Gian Habal, who was just playing in front of his house with his grandmother in Camarin, Caloocan City when the policeman killed him with a stray bullet.

He even shot in the foot, the victim’s grandmother, when she tried to prevent him from fleeing.

Eleazar said that based on their investigation, there was no indication that encounter had happened as what had been insisted upon by the erring cop.

The NCRPO chief said that he would make sure that Delos Reyes will “rot in jail.”

“Dahil sa inis mo, binaril mo ha. (Because of your irritation, you shot him) Wala man lang indication na nagkaroon ng putukan. (There was no indication that there was a firefight) Wala naming nagsasabi ng ganun. (No one had even said that),” an angry Eleazar said as he scolded Delos Reyes in front of the media when he visited the detained policeman.

Makatakas ka lang, babarilin mo pa yung paa ng lola. (You even shot the foot of the grandmother so you can escape) Nakabaril ka na nga. Anong klaseng pulis ka?! (What kind of a policeman are you?!),” the PNP NCRPO chief said.

Mabulok ka sa kulungan ha. At sisiguruhin kong masisibak ka sa serbisyo, matatanggal ka. Wala kang karapatan sa PNP organization. (You will rot in jail. And I will make sure that you will be removed from the service. You don’t deserve to be in the PNP organization),” he told the policeman

-Eleazar: No evidence of firefight, encounter in area-

Eleazar noted that there were no bullet casings seen in the crime scene, except for the bullet casing from Delos Reyes’ gun.

Kahit na nagkaroon ng putukan doon, hindi dapat madamay yung bata nang ganun. (Even if theoretically there had been a firefight there, the boy should not have been [killed] like that),” he said.

Unang una, kung may sinasabi man siyang may warrant of arrest yun, e di sana humingi siya ng responde sa atin sa headquarters at sa malapit na PCP para agad na pumunta doon at magsagawa ng police operation,” Eleazar added.

(First of all, if he what he is saying is true – that there was an arrest warrant, then he should have asked for help from us at the headquarters or from a nearby PCP [police precinct] so there would be other policemen there to do the police operation)

Delos Reyes is facing, murder and frustrated murder charges, as well as administrative cases.

Based on the NCRPO’s information, the erring cop fired a gun while drunk last December. He was also caught drunk while on duty last January.
