(Eagle News) – Presidential Spokesperson Salvador Panelo on Wednesday, May 8, presented a detailed analysis of the various personalities connected to the “Bikoy” videos, including its distribution to the public, tagging members of the Liberal Party and the Magdalo group in the plan the main goal of which was to discredit the Duterte government.
“What is important is that it appears from this diagram that the Liberal party, the Magdalo, and the other groups indicated in the matrix are working hand in hand,” he said during his regular press briefing in Malacanang.
Panelo, together with Press Secretary Martin Andanar, gave a detailed presentation showing the diagram of connections of those allegedly behind the production and distribution of the Bikoy video series, including voice analysis of the alleged “Bikoy” and the narrator in the video.
He said that goal of all these personalities and groups was to discredit the administration of President Rodrigo Duterte and his candidates and to boost the candidacy of the opposition senatorial bets.
“It appears to show that there is deliberate attempt to discredit this administration as well as boost the candidacy of the opposition senatorial candidates,” Panelo said.
“It appears that there are certain groups who are working together to achieve this goal.”
“This group appears to tbe Liberal Party, some personalities identified as advocates, very active in social media, dishing out anti-Duterte statements and sentiments and validated to be allies of the Liberal Party,” he said.
In the voice analysis, he presented, Panelo said that the Bikoy in the video series appeared to have a low Ilocano intonation, while Peter Joemel Advincula has a different pitch and has more of a Bikolano accent.
“The voice is not the same,” Panelo said.

He also named the narrator in the Bikoy video, based on voice analysis, as a certain “Bong Banal” who is said to be a photojournalist and an administrator and member of “significant anti-Duterte and LP-leaning Facebook groups/pages actively circulating propagandas within the different social media platforms alongside Jayme Rodel.”
Banal is also said to be an artist and photojournalist whose visual representations had been used by Rappler, said Panelo.
“It appears now in the video that it was Bong Banal who is the narrator,” Panelo said.
“Bong Banal appears to be an expert of IT, a long advocate of the Liberal Party,” he noted.
Panelo also revealed the contacts of Rodel Jayme who included media personalities who helped in the distribution of the Bikoy videos.
He also identified the links of Jayme to Liberal party, the Magdalo group and some Otso Diretso candidates including Gary Alejano, Florin Hilbay, Bam Aquino and Mar Roxas.

“Intelligence information showed that some of them are using the same office – a 40 square meter office, and personalities like Bong Banal, Cocoy Dayao.. they are all known advocates of the Liberal Party.. even their email address appear to be the ones sharing the video of Bikoy,” Panelo said in his media briefing.
He showed the other contacts of Jayme, including a certain Precious Sahara Ledesma who is said to be the Maru Nguyen, or Maru Xie and Maria Kristina Elvira. Ledesma is said to be in charge of the FreedomWallPH Facebook page.

Panelo also identified as certain Jerry Mae Maghinay who is said to be the owner of the Now You Know domain name. It was in the Now You Know Facebook page where the first video expose of Eduardo Acierto first appeared on March 25, 2019.
-Same office address-
He then presented a diagram showing Maghinay, the Yellow Boat of Hope Foundation, Be a Caregiver.com.ph, Splice Business Solutions, Co. Ltd and the Yellow Ribbon Movement which Senator Bam Aquino allegedly chairs, and with Senator Antonio Trillanes and senatorial candidate Mar Roxas as listed members – as all interconnected.

Panelo said that the said offices, except for Yellow Ribbon Movement, all have the same office address at 2515, the Linear Makati T2, Makati City.
“In other words, bakit naman pare-pareho ang opisina nila. When in was investigated, it was only a 40 square meter room. Iisa lang ang ginagamit nila,” he said.
Panelo also showed a slide which has the photo of Jayme together with Vice-President Leni Robredo during the 2016 campaign days.
“Kasama Partido Liberal at mga dilaw,” he said.
In the various diagram, Panelo presented, he also included the office of Senator Antonio Trillanes which allegedly facilitated Jayme’s safety after the Bikoy videos surfaced.

Then, he said, Advincula surfaced. Panelo described Advincula as one of the former most wanted men in Naga City convicted for estafa, illegal recruitment and theft.
He also named the National Union of Journalists of the Philippines, Rappler, Vera Files, and Ellen Tordesillas during his press briefing as among those who immediately reported and cited the Bikoy videos.
-Criminal complaint vs those involved in plot-
Panelo said that the government could file a criminal complaint for libel against those involved in this plan to discredit the Duterte administration.
“Kung yung ginagawa nila ay black propaganda, ibig sabihin ay libelous. Ifa-file na yung kaso laban sa kanilang lahat,” he said.
“Hindi natin alam kung sino ang utak.. I’m basing my responses to the diagram being presented to you. Lalabas eventually yan.. baka magturuan na sila,” he said.
Panelo said that he and Secretary Andanar were instructed by President Duterte to present all the information that he got to the media.
“Gusto niyang isapubliko ang tinanggap nyang impormasyon. What is important is that I’ve been instructed to present this,” he said.
Journalist Tordesillas and the office of Edwin Lacierda, former spokesperson of the former President Benigno “Noynoy” Aquino III have already issued statements denying links to the Bikoy videos or any plot to discredit the Duterte government.
