AN earthquake measuring 6.4 on the Richter scale hit Menyuan county of Haibei Tibetan Autonomous Prefecture in northwest China’s Qinghai province at 1:13 a.m. on Thursday. According to the Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA), the country will start to experience the stronger negative effects of the El Niño this February with 85% of the Philippines experiencing a dry spell.
