Ombudsman files 8th graft case vs. Ex-Caloocan Mayor Echiverri

(Eagle News)– The Office of the Ombudsman has charged former Caloocan City Mayor Enrico “Recom” Echiverri again,  along with two of his former officials,this time, over the alleged anomalous P3.6-million road project in the city in 2012.

Echiverri and the two other local officials, former city accountant Edna Centeno and city budget officer Jesusa Garcia, were charged with one count of violation of Section 3(e) of the Anti-Graft and Corrupt Practices Act.

Centeno and Garcia were also charged with one count of falsification of public documents.

This is the eighth graft case that was filed against Echiverri. The seven other graft cases all stemmed from the alleged anomalous drainage and construction projects in the city from 2011 to 2013.

The Ombudsman said the respondents, in 2012, gave “unwarranted benefits and advantage” by awarding and entering into a P3.6-million contract with Tuchar Construction for the concreting of a road in Barangay 187, Caloocan City.

According to the Ombudsman, this bid was made without the prior authorization from the Sangguniang Panglunsod of Caloocan.

The Ombudsman added that Centeno and Garcia made false statements in the Allot and Obligation Slips for the said project, again with no authorization from the Sangguniang Panglunsod.

The Ombudsman proposed a P30,000 bail for each respondent in the graft case, while P12,000 for each accused in the falsification case.
