DPWH reiterates warning vs solicitations

MANILA, March 15 – The Department of Public Works and Highways (DPWH) has reiterated its public warning against unscrupulous individuals pretending to be or dropping the name of the top officials of the department for personal or financial interests.

The warning is in view of DPWH Secretary Mark A. Villar’s recent memorandum warning, officials and employees of the Department of persistent attempts of solicitation in disguise as high-ranking officials.

There are reports that unidentified individuals are claiming to be DPWH Senior Undersecretary Rafael C. Yabut, and looking for contractors for imminent projects of the agency, while some pretend to be a staff of DPWH Undersecretary Karen Olivia V. Jimeno.

DPWH is reminding its internal and external stakeholders that a streamlined procurement process is strictly being followed by the department to ensure competitive and transparent bidding.

The invitations to bid for the procurement of goods, infrastructure projects and consulting services are being published in a national newspaper and DPWH official website, and are in no way being announced through a phone call or text message.

The public is also advised that solicitation, by way of selling raffle, fundraising, event, sponsorship tickets and the like among DPWH stakeholders that include contractors, suppliers, and consultants including its endorsement, is absolutely prohibited.
