DPWH Secretary Mark Villar said that over-all, what President Duterte had said about this target “are backed by very solid projects.”

“Some projects directly affect Edsa. Some projects indirectly affect Edsa. But overall, we expect that the President’s statements are backed by very solid projects,” he said after he Pre-Sona Economic and Infrastructure forum in Pasay City.

This is doable, he added, when further pressed about the five minute travel time.

“Kaya,” he replied, when asked about this.

Villar noted that there are projects in Metro Manila that are almost completed by year end and that these would help reduce the Cubao to Makati travel time, and vice-versa, eventually.
