Congressman Rodolfo Biazon of Muntinlupa proposed the appointment of acting president and acting vice president in case of failure of election. Under House Bill 488 or Caretaker Government Act, Biazon explained that although the chances of election failure is slim, there should still be preparations regarding said matter to prevent a leadership vacuum.
