PNP: 353 convicts released under GCTA law have surrendered so far

(Eagle News)–Over 300 convicts who were released under the Good Conduct Time Allowance law have surrendered, based on Philippine National Police records.

The PNP said of the 353 convicts, 115 were convicted of murder, 108 of rape, 8 of robbery with rape, 2 of murder and robbery, 11 of murder and frustrated murder, 2 of attempted rape with homicide, 32 of robbery with homicide, 16 of drug-related charges, and 9 of parricide.

Of the total number, 20 were convicted  of homicide, 1 of carnapping, 1 of carnapping with homicide, 2 of robbery, 13 of rape with homicide, 1 of rape with murder, 1 of rape and arson, one of abduction with rape, and 1 of kidnapping with murder.

Four were convicted of frustrated homicide, 2 of kidnapping, 1 for violation of the gun ban, 1 for illegal possession of firearms and 1 for theft.

The figures are as of Sept. 13, 6 a.m.

President Rodrigo Duterte has ordered convicts released under the GCTA law to surrender in 15 days, or up to Sept. 19, or be treated as a fugitive.

Justice Secretary Menardo Guevarra has suspended the release of convicts under the law, pending a joint Department of Justice and Department of the Interior and Local Government panel review of the law’s implementing rules and regulations and the guidelines for GCTA accreditation.
