QUEZON City, Philippines – Leyte Representative Martin Romualdez continues to reiterate his position that the Philippines is not ready for another storm of the same level as that of “Yolanda” which is the reason why he is adamant in proposing the creation of a Department of Disaster Preparedness which will be more effective compared to the National Disaster Risk Reduction and Management Council which is a mere coordinating agency.
