According to the Philippine National Police Anti-Illegal Drugs Group, it is hard to believe that it is the row between Philippine Drug Enforcement Agency Director Arturo Cacdac and ex-PDEA enforcer Lt. Col. Ferdinand Marcelino that is the reason behind the arrest of the latter.
