(Eagle News)–Former Criminal Investigation and Detection Group Chief Benjamin Magalong on Tuesday, Oct. 1, revealed the names of the policemen he said, among others, colluded to enable the release of a foreign national who had been arrested for illegal drug-related activities in a Pampanga raid in November 2013.
In the joint Senate panel hearing on the Good Conduct Time Allowance law, Magalong said administrative and criminal charges were filed against Supt. Rodney Baloyo, allegedly the intelligence officer who supervised the raid in Woodridge, Mexico, Pampanga.
Also charged by then-regional director Raul Petrasanta, Magalong said, were:
– P/Supt. Rodney Raymundo Louie Baloyo
– P/SInsp. Joven De Guzman Jr.
– SPO1 Jules Lacap Maniago
– SPO1 Donald Castro Roque
– SPO1 Ronald Bayas Santos
– SPO1 Rommel Munoz Vital
– SPO1 Alcindor Mangiduyos Tinio
– SPO1 Dante Mercado Dizon
– SPO1 Eligio Dayos Valeroso
– PO3 Dindo Singian Dizon
– PO3 Gilbert Angeles de Vera
– PO3 Romeo Encarnacion Guerrero
– PO2 Anthony Loleng Lacsamana
According to Magalong, the charges were filed following the results of a CIDG probe that found that the amount of shabu that Baloyo’s team presented to the media after the supposed raid–30 kilograms–was far less than the 200 kilograms really seized during the raid based on testimonies and a crime reenactment.
The probe, Magalong said, also found that the foreign national whom the police team presented to the media as having been arrested during the raid was not the same arrested by barangay officers and turned over to the police.
Magalong said the arrested suspect was supposed to be one Johnson Lee, but the one Baloyo’s team presented to the media was a Chinese national from Clark.
According to Magalong, the CIDG conducted the probe on the raid upon orders by then-Philippine National Police Chief Alan Purisima, following information some Pampanga policemen had gotten expensive sport utility vehicles at the same time around that time.
Senator Richard Gordon ordered that a subpoena be issued against Santos and one of the Dizons as they were not present during the hearing.
