Lacson wants Senate to convene separately as Constitutional Assembly

Senator Panfilo Lacson will file on Monday a resolution allowing the Senate to convene as a Constitutional Assembly, and tackle possible amendments to the Constitution separate from the House of Representatives.

In a press conference on Thursday, Lacson said under his proposed process, the House of Representatives would convene separately and insert its own amendments to provisions in the Charter, if any.

A bicameral conference would then be called to harmonize the versions of the Senate and the House of Representatives.

“Papayag ba yung Senado na papasok sa joint session with the lower House knowing 24 lang ang senador at 300 ang congressmen at (hindi malinaw) kung papaano ico-compute ang three-fourths of all members?” Lacson said, in explaining the rationale behind the planned resolution.

He added his proposed method was the fastest way to amend the Charter, while ensuring that any personal interest on the part of lawmakers who want a no-election scenario or term extension would not prevail.

“I hope majority of my colleagues will support the resolution that I intend to file…,” he said.
